Well, ofcourse a company focuses on skills of the job applicant but somewhere around it also does require their employee to have a good degree. The more fine the resume is, the more is the chance to get hired. A straight reply to your query is, Yes. A college degree is a needed atleast for the Web Developer job because the Hirees will look out for your educational background as well. And we can't deny good Web Developes with Good Degree aren't existing... :)
