Simple :- just go to first year class of your college. Many students would be turning 18 or just have turned 18 . You can easily talk to them . Here you also have a opportunity, There is always this agent in a city that makes pan card by collecting info , just contact him - fix a percentage for yourself and make pan card for college students who don't want to stand in ques.
