Guys I just wanted to know when we can create a website for free while creating an app seems to cost a lot of money why is that?

For very simple website I'd suggest "google sites" little more complex Odoo, wix, or other drag and drop website builders.
More complex wordpress (wordpress is easy but still has a learning curve) or coded website.
