I'm planning to build app which detects & block spam calls & if any spam call got missed & able to reach user will pay x amount to user & will put certain min amount to withdraw & min time user has to spend on app daily. Any thoughts, any similar app you know pls do let me know?

Don't go there. Government is in the process to make it compalsary for the network providers to handle it by default. So, Truecaller, etc. will be eliminated.
