Here's the best, most helpful as well as the most cost-effective way, in my opinion. See airports, railway stations etc already have washrooms, most of which are free or charge very cheap price. Most tier 2, tier 3 Indians will always prefer that over cleanliness. The better option is to set capsule washrooms in roads where none lives but through which a lot of tourist cars or even Indians go for long drives. Why? Because girls always have the problem of finding a (clean) washroom while going to long distance in roads. Even if there are any hotels, most are too dirty. You'll need to pay minimal rental to the state gov and also need not keep anyone to charge money. You can create doors which will automatically open, if one puts the desired money (like a vending machine) and get closed automatically afterwards. Your main cost will be water supply and a cleaning person.
