This system has been already tried and tested in india and it has failed badly. I don't know why they're doing this stuff again when it has already failed terribly.

It was tried around 2010s or 2014 as far as I remember. It failed because, students who were not good academically got their grades high because they were good in front of teachers eye or teachers were their relatives. And some students who were good but due to teachers biasedness, their grades got low and later it was discovered that it was strategy from some forgein country to get this concept implemented in India to lessen the number of students working in forgein companies like NASA.
