Of course you can. But then it needs to appeal to people's emotions or needs like status, social connection, excitement etc. You'll get plenty of examples where the companies do not solve any new or better problem at all

If you can actually make something fun, it can also generate a lot of money and become a sustainable business. Look at video games. Prime example of business through fun.

Yes , startup does not always mean it should solve a problem, if your product has a potential but it does not solve any problem it's okay. Recently many brands like this came in shark tank aswell.
