For point 1, the UX can be changed depending on broader user feedback. For point 2, it is because the goal status is automatically tracked.Suppose you added 1 task, then the associated goal is marked in progress and when you complete the task that goal is also marked completed.Again if you create a new task from that goal, it is moved to In progress (also percentage completion is changed accordingly)
