This is like pehle istemal kre fir vishwas kre stretegy. They start with the contract with possible extension or conversion of being an permanent employee. Second could be they have so many emplyees so they sometimes go on paternity, maternity or taking time off for travelling for 8/9/10 months. For their replacement they need someone who can do contract work. And FYI contractors make more money then the perm one as they do their own taxation. This is what I Know from my experience.
