What is the reason that indian startups dont make their codebase Open Source compared to the valley ?

The biggest reason I believe is cost of maintaining their code base. It's a well known fact that a lot of times the codebase is legacy and is has hilarious hacks in place. Imagine all that out in the open.

I am a fresher, i recently joined a small size firm with around 50 employees. Here there is no such thing as documentation, they gave me the codebase and oral explanations about the architecture, so they give me tasks from different parts of the code
