Russia has reportedly established a weapons programme in China to produce long-range attack drones for use in the war against Ukraine. According to European intelligence agency sources and documents reviewed by Reuters, Russian state-owned company Almaz-Antey's subsidiary, IEMZ Kupol, has developed a new drone model called Garpiya-3 (G3) in China with the assistance of local experts. Kupol claims to be able to produce drones in China to deploy in the war. The White House National Security Council expressed deep concern over this alleged drone programme, which it views as China providing lethal assistance to a US-sanctioned Russian firm.

Drones have played a significant role in the ongoing conflict between Russia and Ukraine, but ground robots have had minimal involvement so far. Uncrewed Ground Vehicles (UGVs) have been used for bomb disposal since the 1970s, but remote-operated fighting robots face challenges in navigation and reliability. While most UGVs are expensive, both Russia and Ukraine are starting to develop and deploy cheaper models for combat purposes. These UGVs could be used to counter numerical superiority and minimize casualties in a long war of attrition.

Drones have played a significant role in the ongoing conflict between Russia and Ukraine, but ground robots have been less prominent. Uncrewed Ground Vehicles (UGVs) have faced challenges in navigation and reliability. However, both sides are increasingly using UGVs, with Russia deploying small robotic tanks and Ukraine mass-producing fighter UGVs to counter Russian forces. These DIY UGVs, built by volunteers and using commercial components, are cost-effective and can be fielded in large numbers. Substituting expendable fighting machines for human troops could be an advantageous strategy in a prolonged war.

The restrictions include adding more items to the list that require a license for export to Iran, including those made abroad with US technology. This action builds on previous measures taken against Iran's involvement in supplying drones to support Russia's war on Ukraine. The US has also announced new sanctions on Iran, targeting individuals and entities involved in Iran's drone production.

Ukraine is using drone technology to innovate and counter Russia's advantages on the battlefield. The country has developed drones that intercept Russian flying machines, drop molten metal to incinerate tree lines, and carry automatic rifles and grenade launchers. With a smaller military and fewer resources, Ukraine is relying on drones to combat Russia's might. Drone manufacturers are mass-producing small, cheap, strong, and agile quadcopters that are battle-ready. However, Russia is rapidly copying and adapting these innovations. Ukraine is also using drones to combat cheap aerial drones, eliminate Russian reconnaissance drones, and resupply troops in trenches.

The United States has added four Chinese companies to its export blacklist for supplying AI chips to China's military. These companies are part of China's military modernization programs and military intelligence users. The US has also restricted exports to five companies involved in producing and procuring drones for Russia and Iranian-backed Houthis. The Chinese government opposes the US's abuse of export control tools and urged them to stop politicizing trade and technology issues. This move indicates ongoing tensions between the US and China over national security and foreign policy.
