I do agree but it's not really true. Most of those people don't have any real skill set and won't even be able to get any easily. Those citizens either just waste their time on the internet or work as a labour or something. Therefore, these QCom jobs do help them a lot here. It's surely a waste of human intelligence, but without the qcom jobs, that intelligence wad anyways wasted. Rn atleast they are getting a source of funds which they can maybe use to learn skills or something.
