Many institutions emphasize the number of publications rather than high-impact research, leading to a stagnation in research quality. Despite the growth in numbers and some improvements in representation in global top-cited researchers' lists, overall research quality and innovation are still struggling due to systemic issues in funding, ethics, resources, and institutional autonomy.
