You can run your company however you want.

if the i am hireing as CTO or COO said he'll join if I give him % of my company then? also if I pay him salary then he'll be as a staff not partener

even with equity, nobody is going to work for free. Would you work for someone else just cause they gave you 10% of company and some promises? Company ownership and management on one side, product development and getting PMF on other side.
