Yes if you want to send a message to your leads/clients from a single whatsapp api, it should be possible. From my experience if you are using zoho crm to manage all the leads, you can have a custom workflow to trigger a whatsapp message using some plugins. But this only works if you have a verified business whatsapp number and a template of the measage to be sent. As meta has multiple restrictions in place, you have to be careful not lose the number.
