finding a co founder is difficult problem? and why ?

most common issue I see when someone asks me to make app or invest first as a co-founder while they can't even guarantee their part of investment or efforts in their own idea. they just want the cofounder to trust on their idea and also to work on their behalf and take more responsibilities. Some people even want to experiment the idea on cofounder's shoulders and only want to take risk their part if it succeeds. Does anyone else face the same mentality from people?
