Google developer accounts are free, you only need to link for credit card. if you are skeptical about cradit card use virtual card, put Rs.100-500 in it and link it to Google developer account. most probably you will need instance. if your server requirements are low choose R2 minimum. it's almost free, maybe rs 50- 100 per month. gcp offers pay as you go. you only pay when your server is online. if you are ok with not using static IP, even a good server will cost you nothing in developement.
