when a buyer goes to a shop but doesn't make a purchase, they might feel hesitant to visit that shop again in the future. I am thinking about creating an app where if a buyer needs an item, they can post it along with a photo or post a message.

I had the same idea 5 years ago (during covid lockdown) On one side we create an advantage for buyers but one the other side this idea will be a disaster for market ! (specially for retailers in a competitive market). Because there are already very low margins in the competitive markets. If such platform become a reality, retailers will not get enough margins even to survive (just think from the perspective of retailer) Only the business giants will win who can purchase bulk orders and grab good discounts from manufacturers. It might also happen that retailer will stop listing essential items on app or start selling cheaper/fake material to survive in that competitive market.
