I got a very great startup idea but it's just another level tech startup which would be requiring alot of tech expertise, very tough engineering about cloud internet and all. Like making itself requires huge cost & tech. It's really a good startup, solving good problem, huge market size, few competitors but heavy tech knowledge is required But I have no money nor I am from tech background. what should I do ?

This is major!!!! This shows the security we lack in the indian markets, possibly a good cybersecurity startup can arise from this! We dont need alot but better cybersecurity, so from my perspective it's a chance to build something unimaginable!
