At what stage should a start-up seek external funding?

I believe this is partial question, because for any startup it depends on multiple factors, what is product category, where startup wants to reach, possibilities of re-funding for startup, etc. In today’s world things have been too generalised for funding and that may be the reason majority of startup’s don’t survive even 3 years.
