I dont know much about this business as I have not seen anybody doing it..(This happens in Colombia though) but techno parties involve drinks and other stuff. In india I dont think you will get the license for drinks and if no drinks are involved then also the Municipal Co. wont allow party on wheel stuff. They hardly provide license to food carts... how will you get NOC for a party vehicle. But The truth is I dont know how it works, but I do know about food and drinks and can help you with stuff after licensing.
