Is adding UPI deep links in an app (where users can scan existing merchant QR codes, enter amount, and pay via their UPI app) legal, or do I need an RBI license or Payment Aggregator approval for this?

I think the medial needs to do something on the "meme". making this app a meme hub will be ruined. I think a weekend only meme needs to be introduced, where memes will be visible on weekends or specific days. making this app more informative
