This sounds more like a solution to a social cause and not exactly a for-profit business, which is not a bad thing, but from a business perspective you'd have to find a direct payment model, I'd suggest moving this solution from government property (roadways) to individuals, now you have a sustainable business model, but I'm not quite sure how many people face problems of pot holes in private properties, could be other disturbances which your platform can address.

As important as direct payment model, reliable payment source is also super important. I may sound skeptical but I think majority of people would back off when it comes to paying for a social cause from their pockets . The number won't be zero but also can't be a figure that can actually solve the problem consistently
