Paras had been doing a lot of independant research in foundation level AI. He runs a residency meetup in Bengaluru where people meet once in a while to discuss their AI projects and research. And their is a strict criteria to join it - you should understand AI at maths/foundation level and not just build some wrapper over a black box. So some people are do working silently on foundation level stuff in India too. Just wait for some more time :)
