first bring some traffic and write some blog post or article in the site no plagiarism and put privacy terms contact etc etc it depends what site you are building and check your website for pagespeed and do some basic seo try free seo site checker tools try to improve it after that only apply if rejected AdSense will give the reason try to rectify it...
