i suggest bengaluru, because you can get high exposure and mentorship if you establish a network and there are many networking events that happen in blr on various aspects also on the cost part you have co-working spaces which can cost you half the price of owning an entire office space. there are many companies in blr which provides space per seat at a very lower price say 2500 per month if you are part of a specific community like startup karnataka, tie blr, product folks these community supports startups.
