Singapore generates energy from people's waste .Why can't india do similar since India generates so much waste which later pollutes every city?

Suppose India fulfill some % of its energy demands by using waste like :- Agro waste,sewage waste,Bio-waste etc. By doing this we can save lots of our foreign reserves.
