One of the best possible ways to control monopoly or duopoly is government intervention. Any particular domain should have at least one PSU to control or break the cartel. However this is only theoretically possible as the people running the government shake hands with businesses for their personal gain and indirectly the whole scenario turns into chrony capitalism. As companies under government undertaking are highly influenced by government, they take unhealthy decisions intentionally to pass on all the gain to privately formed cartels(monopoly or duopoly). One of the best examples is BSNL. BSNL could've been used to control the doupoly but everybody is aware of the current scenario. Conclusion: choosing the right government can control the monopoly or duopoly.
