I think the second one as it is in least devolopment. may be you may be the first to implement innovative idea and devolop it more. It can also be the privatised part also (in future)
Do you know the most difficult thing?? to hold ur pee 3 straight days, same as with the innovative ideas, it will be very uncomfortable still you must hold it for at least 3 years with some innovation and revenue progression.
