yes, first speaker present finance bill in parliament, then approved by both houses and president - it becomes finance act and at last presented by FM. moreover CBDT and CG release IT rules, circulars and notification for ammendments.

The estimates of expenditure prepared by ministries/departments are transmitted to the Ministry of Finance by December where these are scrutinised, modified where necessary and consolidated. The estimates of revenue are also prepared by the Finance Ministry and thus the budget is finalised.
