It's very rare for just idea to get investment, you'll need to prove that your idea is scalable in long run with a strong USP .

It's not rare, pre-seed funding are common as many start-up ideas are expensive to be implemented like few Web3 powered or SaaS start-ups are not easier to implement and cost a bit high so pre-seed funding matters at that stage.
