very practical solution but very tough implementation, not because you can't develope technology but for the reason of govt. compliance. govt is already dealing data with mesh, I'm skeptical that it will allow communication over mesh. only big giants can mold government by providing devices traceable via Mac address registered to aadhar or social security no. if it is made it can not be part of surface web and low adaptability will make mesh worthless.
