No nothing like that happens. It's an idea competition not a fundraising competition . The top 3 best ideas will receive a prize pool along with certificates. Additionally, you can try visiting the offices of the investors who judged your idea; they might consider funding it, however you will still need to start everything from scratch, just like any other entrepreneur also this will definitely increase your Idea credibility and validation
