Here are few fundamental problems in this business model for city like mumbai so I live in mumbai so I am sharing with my experience There are no unused lands in Mumbai On most of the unused lands near to city there is slum like dharavai and dharavi is just one famous name here in mumbai there 2000+ slums like dharavai 2nd on every unused lands like near to park You need to have municipal Permission Cidco Permission and Usually if you ask there permission they will ask lakhs/crore of rupees The fundamental problem is there is very less land in mumbai since it's island But it doesn't mean we cannot find such places that you mentioned You will able to find but that will out of the city
