many issues I guess, hotels only partner if they get the same rate as swiggy or Zomato. you need to burn lots of money on discounts, offers and coupons as you are competing with zo and swiggy. see delivery business have lots of things to go wrong. delivery partners, customer service. food quality delivery. This business should only be started if you are ready for a really long fight. then only you can create a place for yourself afterall.

don't start from patna risk will be high

My home town is patna only. As far as your question is concerned, their is no good or bad time to launch. Market will decide whether your product + service is good or bad.
