Reason why India is behind China in manufacturing is really complicated and I think it had been made complicated : 1) To start a company in India, you usually reserve a name which the MCA ( Ministry Copperate Affairs) takes so much time to reserve then the remarks and the chances of your name matching is very specially called they add a law 70% of name could not be similar. 2) Even if you get the name, you have to wait for CIN Incorporation and remarks. 3) Btw the DSC stuff is also there which usually takes 2 days mostly but wrong broker will charge you lot. 4) Food and Msme license while with trade license. so basically trade and msme is still good but food one takes days even if you contacted msmr directly. 5) Inventory limit, plus bylaws against it where a manufacture cant store too much of water and grains in a warehouse it might be considered hoarding and different states have laws. 6) Inflatory Environment due to logistics which is not still developed. please add any :

also you should add the rampant increase in land and real state price due to politicians pumping their money and govt unwillingness to stabilize this sector.

obviously the government is not an idol for the business environment. But The government is not wholly to blame, the main reason to make laws so strict is due to the size and variety of our country. They have to protect the interest of everybody. due to which some greedy govt employees take advantage and fill their pockets.
