Firstly google should find the person who reported this as a open way and some legal case should be put on him. Then, even Google's employee are responsible for this as they are the ones who approves and add these ways so Google is actually responsible for this. saying this for the first time, but goverment isn't responsible for this coz as much ik, People report new roads and changes to google and then goog employees approve it.. Gov can't keep checking whether the road is shown on GMaps or not.. tho, the road should have been blocked from both the ways btw
