it totally depends on the use case. it'll be great if you could expand on that. I have worked with pi os, base debian , and arch(highly unstable) on pi. for example if you need a GUI and the pi will be connected to a display. i suggest go with pi os. if you require no display and stabilty, then go with debian base and ssh will do just fine. if you are going for low power consumption arch is the way to go as you can opt out of core functionality if you don't need it and strip the os to your custom needs.
