there is no market I guess, because those who have a medical shop you can ask them they will show you sachets of various Garnier facewash they are provided to all new medical shops for trial whenever any changes are made. They already make sachets for medicals so if there was an opportunity they would have already launched it.

Sachets are for trials. Which wont really make sense for a face wash, as it doesn’t/wouldnt show any effects in a day or two.

and if u wanna make sashe/mini bottle prototype u should try in cosmetics

there is no scope as you can get 10rs facewash bottle

I think the people who prefer to buy the 1 rupee sachets and all na they use that 2 or 3 packets of shampoo only for face and body too.

It's Just NOT worth it.
