as of now IIT and Harvard Business Schools are the best for any business degree but nowadays everything available freely on internet and just read 500+ books about business then you can easily learn everything business

Definitely not Arts. Maybe do B.tech and then do MBA from IIM then toh defintiely you're getting the right networking circles and the pedigree.

No, indifferent of any degree but it would help if the core skills required for whatever you want to create, you possess already. And since usually things happen on phone and computer, knowing how to build apps would help.
