I guess best strategy is to launch, show moderate traction, moderate PMF.
I guess this creates hook for VCs now a days.

This has always been a good strategy and not just a hook these days. Showing proof of work and conviction that you made stuff happen with little resources is exactly why you would do even better with a big backing.
