I have tried it . Not possible if you want exactly what the businesses get . Even to test on your local host, you will need a registered account with the API connection or in some cases you could use their Test APIs . I tried Phonepe and Paytm as well .

So I was wrong. You can accept international payments from your Individual razorpay / cashfree account, no need for GSTIN or any company details. You just have to connect your PayPal account with your payment gateway.
