any vc you really fund early stage startup at pre seed ?

Has any startup in 2025 availed the startup india seed fund scheme (SISFS) where the govt provides 20 lakhs for early stage startups for prototyping etc. And later gives 50lakhs for market entry . if so please guide me on it.

Do investors fund startups at the ideation stage if they have an MVP and a promising idea?
