ok I get the point what you are trying to show , but remember that these schemes are temporary and not in every locality. and not only that your app or platform must be known globally or at least across the where you can make sure that you cover each and every bit , so I would suggest to take this idea market this in one state and run campaign ( if your budget is high ) or else just invest time making connections with people in what city start advertising in the place near hospitals / pharmacies by cards or etc so you could have a good user base.
