You can still publish your app on the Play Store as an individual developer without needing a D-U-N-S number. Just register for a Google Play developer account, which doesn't require business details like GST unless you're registering as a business. If you want to run things more formally later, you could look into setting up a sole proprietorship. Alternatively, consider other platforms like itch.io or the Amazon Appstore, which have fewer restrictions. Btw upvote granty if you like the idea
