Suppose me as an individual entrepreneur wants to reach out to a commercial brand or brands to understand a potential problem they might be facing and propose a solution. How and where should I reach out the brands? Who should I talk to when starting out? Can you help me with the reaching out part?

Depends on what actually you are solving and for which particular branch of the buisness . connect with them or superior of that particular branch - CMO for marketing - CFO for financial stuffs . this will work out.
