Makes sense, but it's not sustainable because most "unwanted things" are not in the government's concerns. For instance, if there's garbage around your house, you should just clear it or pay someone to fo it, instead of adding it to the government's backlog. It's different if there's a crime, but criminals won't sit back and let you take pictures or videos of them. And crines should be reported to security, not the government. I feel that this idea would be complete if it has some sort of voting system, where people can vote and maybe also document whatever promises the politician made during his election.

Garbage was an example to just illustrate a problem that the authority is responsible to solve. It doesn't mean garbage but any issue that people would likely want to be rectified.
