Because nuclear energy for India is very far. Due to non-signing of Non Proliferation Treaty, India is unable to procure uranium from other countries. So we have no choice but to rely on other sources of energy. Though, govt can lookout for other sources of energy.

Answer is pretty simple.... The replacement of technology requires extreme Capital Cost. It's a long process and can't be done in year or so, it's a decades long process and we have initiated the shifting.
