Budget is around 1.5 lac for year (by loan only) Please suggest me and if possible let me get into a college in better cities for exposer as well.

You will get college base on your CET score . There are lots of colleges out there. Choose a decent college and prepare for offcapmus . At the end college doesn't matter, your skills makes you special.
