Actually if any person buy whole train tickets and then sell it in a Higher price then that person can easily create monopoly in black market. We already facing this problem in hyped cricket matches and in past people sell movies ticket in black so that thing is also illegal basically after this government decided to create a policy for stopping these types of act . Most of the company tie-up with IRCTC for selling tickets but IRCTC gives you few slots only for selling tickets in a private company . All these rules also applicable in flight tickets and all government tickets things.
